Obituary of Frances D. Rand

Frances D. Rand, 92, of Harrisburg, passed away on November 29th in Homeland Center's Skilled Nursing Facility. Frances was born in Manhattan, New York City to John and Mary Dobley on January 31, 1924. She graduated from Julia Richman High School in 1941. After high school, she served for one year as a sergeant in the NYC City Patrol Corp. Frances joined the Navy in 1943 where she served her country honorably. During her time in naval service, she was transferred to the Naval Ships Parts Control Center in Mechanicsburg where she met the man she would marry, Raphael (Ray) Rand. After the Navy she worked as an accountant for Commonwealth of Pennsylvania until her retirement in 1986. In retirement Frances enjoyed spending time with her children, grandchildren, reading and her beloved cairn terrier Duffy. She also enjoyed the occasional trip to the Atlantic City casinos. She was also a volunteer at Community General Osteopathic Hospital medical library for over twenty years. Frances is preceded in death by her sisters Mildred Smith and Helen Hobocan as well as her brother Walter Dobley. Frances is survived by her daughter Barbara Rand and her husband Donn Putt, her daughter Victoria Cowden, her grandchildren Geoffrey Putt, Maura Duka, Laura Cowden, James Cowden and her great grandchildren Gavin Whalen, Aubrey Whalen, Fiona Duka and Estella DeJesus. A private memorial will be held at the convenience of the family.
