Obituary of John J. and Kathleen C. Zogby

John J. “Jack” Zogby and Kathleen C. Zogby (Woods) passed away peacefully by each other’s sides on Wednesday, January 6, 2021 at UPMC Harrisburg Hospital. Born on April 4, 1935 in Shenandoah, PA. Jack was a son of the late Sed and Celaney (Mandour) Zogby. Kathy was born on Christmas Day (December 25), 1944 in Harrisburg, PA, to parents Elaine and Samuel Woods. Jack was a graduate of Shenandoah Catholic High School, received his Bachelor of Science degree from Villanova University, and a Master’s in Public Administration degree from Pennsylvania State University, where he also completed his Ph.D. requirements in political science and was writing his thesis. Kathleen was a loving mother, grandmother, great-grandmother, and aunt. Kathy grew up in Central, PA with her brothers Kevin and Mark, and sister Amber, and raised her daughter in Reading. She later moved to NJ where she helped raise her three granddaughters. She cherished time with family and friends, whether it was in the kitchen baking with her grandchildren or sitting around the table playing Pinochle and laughing. Her family remembers her for her fierce love for others, her ability to light up any room, and hugs that took your breath away. Kathy and Jack’s love story started in their later years. They met for the first time on Beech Island in the middle of the Susquehanna River. They married at St. Bernadette in Duncannon and spent eighteen wonderful years together. For ten years they worked together as transportation safety consultants which sparked their love for travel. Their most recent adventure was a month-long journey to Spain, Morocco, and Gibraltar where they traveled with friends and family and created memories that will live on forever. Jack started his career with the Commonwealth of Pennsylvania Department of Highways (the predecessor to PennDOT) as a civil engineer, where he developed the state’s first automated accident record system. He was asked to join the United States Accident Analysis for the “Highway Safety Foundation” in Mansfield, Ohio. He returned to the Commonwealth after four years and he was appointed director of the Department of Motor Vehicles and later Deputy Secretary of Safety Administration. He served as Deputy Secretary for Driver and Vehicle Services through several governor administrations until his retirement from the Commonwealth in 1991. He then began a career in private consulting state and federal governments which allowed him to travel throughout United States and around the world including Europe, the Middle East and New Zealand studying the world’s traffic and providing safety advice. Jack enjoyed active membership in the Rotary Club and the Duncannon Borough Planning Commission. He was Past President of the Mid-Atlantic Institute of Transportation Engineers and a emeritus member of the Transportation Research Board of the National Academies. He was Chair of the Committee on Planning and Administration of Transportation Safety of the Transportation Systems Planning and Administration Group and a member of the Institute of Transportation Engineers. Jack loved his Catholic faith, and he was a long-time member of St Bernadette Church in Duncannon where he taught CCD classes and served as an Extraordinary Minister. He also completed a program in the areas of Theology, Scripture, Ministry and Leadership for the Ecclesial Lay Ministry with a certificate in Pastoral Ministry for the Catholic Diocese of Harrisburg. Jack loved spending time with family and friends, especially fishing, boating and spending time on the Susquehanna River and at his cabin on Beech Island. He also enjoyed golfing with his nephews and his fellow PennDOT friends. Jack was an avid reader, he loved politics and he enjoyed sports including his beloved Villanova Wildcats, Philadelphia Phillies, Philadelphia Eagles and Penn State Nittany Lions. He is survived by sons John M. and wife Donna, and Terry J., grandson Jared M. and great grandson Elijah Lucas, sister Regina F., sister-in-law Joann H. Zogby, stepdaughter Sue Carney, step granddaughters Candace O’Donnell, Samantha (Christopher) Tinglof, and Gillian Carney, step grandchildren Killian and Korin Tinglof and his many nephews, nieces and cousins. Kathy is survived by daughter Suzanne Carney, granddaughters Candace O’Donnell, Samantha (Christopher) Tinglof, and Gillian Carney, grandchildren Killian and Korin Tinglof, her nephew Mikel Zimmerman, great nephew Zac Zimmerman, brother Kevin Zimmerman, stepsons John M. (Donna) and Terry J., step grandson Jared M., and step great grandson Elijah Lucas. In addition to his parents Jack was preceded in death by his beloved wife Lynda Marie (Moritz) Zogby and his beloved wife Kathleen (Woods) Zogby as well as his brothers Faris, Simon and Joseph Zogby and his sisters Marie Margaret, Marie Cecelia and Lila (Zogby) Sfeir. In addition to her parents Kathy was preceded in death by her brother Mark and Amber. Like any true love story, they died holding hands, surrounded by family. Their genuine love for each other will continue to inspire for generations to come.
